People of Moses selected in the absence of him from their ornaments a shape of a calf having the mooing sound, don’t they see that indeed, it doesn't speak to them and doesn't guide them to the Straightpath, yet they selected it and they were the wrongdoers.
Moses went to Mount Sinai to accept Torah leaving the children of Israel in the desert and authorizing Prophet Haroon as the leader as explained in verse 7: 142. During this period, the people of Moses under the leadership of Samiriyy put their ornaments into a fire pit. Then by melting the ornaments he made for them an idol of a calf for which Satan gave a mooing sound. Samiriyy told them that it is their deity as well as Moses', about which Moses forgot to tell them as explained in verses 20: 87-88. It is asked in verse 20: 89: "Don’t they see that the calf doesn't talk back to them, and doesn't have any power for harming or guiding them?"
Just like the people of Moses, the Arabic Quran reading Fujjar are reading the Arabic body of the Book without understanding Its content. So the read, heard, and touched verses will witness and argue against them and will push them into Hell as explained in verse 7: 143. See explanation 2: 91, 174-175; 6: 21 and 144.
